Strategic priorities of regional development and socially oriented non-profit organizations

Abstract:
The study of socially oriented non-profit organizations (SONPOs) examines the processes of their functioning, socio-economic efficiency and state support for their activity, but it does not pay attention to their participation in the implementation of social strategic priorities of regional development. The article summarizes the experience of regional strategic planning and setting goals for the social development of regions in the context of SONPOs’ participation in their achievement. The methodological basis of the study includes the theoretical provisions of regional governance and strategic planning. Using the methods of systematic and comparative analysis, as well as the method of normalizing indicators, we identify social priorities and markers of socio-economic development strategies of the RF subjects that are part of the Ural macroregion, and assess the potential of SONPOs in attaining them. The research results show that the regional strategic priorities implemented with SONPOs participation embrace the development of civil society, ensuring social well-being and access to social services, social support and protection of the population. The findings can be of use for state authorities of the subjects of the Russian Federation, local self-government and SONPOs when implementing development strategies in regions.
