Abstract: Development of science and technology is closely related to financial investment and government support, thus, science and technology participants’ behavior and related input-output factors are analyzed to improve government’s technological effectiveness in science and technology investment. In this research, Super efficiency DEA model and Malmquist index are applied to evaluate the characteristics of science and technology finance efficiency in the perspective of space and time. Our analysis enables policy makers to identify an area’s strength and weakness in science and technology, and integrate these results on special financial support.
