THE MAIN WAY OF REFORMING PROPERTY – CONSILIDATING THE PRIVATISATION PROCESS

Abstract:
Representing a basic element in restructuring the economy, privatization must not be seen as an aim in itself or as an ideological axiom; it represents a logical component of a much wider reform programme, the dimension and sequence of the various stages and measures of the reform influencing its nature and perspective of success. The economical and social significance of privatization must be assessed by relating it to the economical efficiency, respectively to the extent by which it supports its increase on the long run. The essential and fundamental condition of turning to the market economy consists in the economic agents’ decisional autonomy, which is indissolubly connected in its turn to the problem of property. Therefore, the main way of reforming the property consists in consolidating the privatization process, the two concepts being closely related to one another, so that privatization cannot exist without privatization.
