VALUATION OF MOVABLE CULTURAL ASSETS UPON THEIR REGISTRATION IN THE STOCK INVENTORY OF PUBLIC MUSEUMS AND COLLECTIONS. A WORKING MODEL PROPOSAL

Abstract:
This article dwells on the problematic of determining the inventory value of movable cultural assets. The paper mainly aims at developing and proposing a valuation method based on explicitly quantifiable elements and reliable judgments, one that is adapted to this particular class of personal property. In order to contextualize the issue, the article introduces the legal framework applicable to movable cultural assets, in relation to the way it is traded and held and possibility of transferring it from one country to another, as well as the classification procedure of movable cultural assets that are part of the two legal categories of movable national cultural heritage, namely the national treasure and the listed heritage assets. Noting that the distribution of values of goods from one category to another is circumscribed by the polynomial growth trend, the proposed valuation method reconciles these general trends, starting from the premise that each category includes the characteristics of the previous category, but the specific characteristics of the category are multiplied. The novelty of this method consists in the fact that in order to estimate the inventory value of the movable cultural assets – practically, assimilated to the fair value basis – we propose to use and correlate the value points that heritage experts award a cultural asset undergoing classification with the results determined in the cost approach.
