Abstract: The article is devoted to the mechanisms of governance on the base of which regulation and improvement of higher education in Ukraine should be conducted. It was listed certain or so-called "target" governance mechanisms of higher education. The nature of mechanisms collectively directed to achieve such level of higher education that involves the transformation of acquired knowledge into the person's aptitude both for professional and for creative activity is described.
