Public administration and university's autonomy in the system of development of higher educational institution's labor potential

Abstract: This article presents an analysis of categorical content of university's autonomy and considered its competence regarding the labor potential of the higher education establishment, as an object of public administration. The article contains theoretical generalizations about the possibility of dialectical combination of ways to implement public administration by developing higher education and the autonomy of higher education institutions in the context of their impact on the efficiency of functioning of the institution of university and its labor opportunities. In addition, the article elaborated conclusions on the place and role of government and university's autonomy in the formulation and development of labor potential of higher education.
