Abstract:
The in-house procedure is used in cases of urgency, most often at the municipal level. The internal procurement is an exception to the general regime of public procurement, but acquires its own content of deviation from the established legal order. The exception is regulated in Art. 14, paragraph 1 of the Law on Public Procurement and enables public contracting authorities not to apply the rules for public procurement, taken the law restrictions are fulfilled.
