Abstract:
A parliamentary crisis occurs when parliament fails to agree on the formation of a government. The way out of it, the Constitution entrusts to the other state body directly elected by the people - the President, who appoints a caretaker government, dissolves the parliament and schedules new elections. As a neutral authority, only he can ensure the stability and continuity of the state government with sufficient constitutional guarantees for compliance with the adopted parliamentary system of government.
