Abstract: The provision of administrative services occupies a significant share of the activities of administrative bodies. The implementation of this activity is related to the issuance of administrative acts. The wording of the relevant legal norms is imperfect and leads to differences and variations in theory and in practice, regarding the essential characteristics of these acts, which in turn presupposes problems in the law enforcement.
