Abstract: The subject of this report is a study of the process of expropriation of property - private property for state and municipal needs. The prerequisites for opening proceedings are examined through the prism of some practical problems that arise in their application. Based on this, conclusions are made about the legal characteristics of the expropriation as a separate proceeding, having both administrative and civil legal elements.
