Abstract: The report presents various forms of indecent acts, which according to the Bulgarian legislation can be qualified in some cases as the crime of hooliganism, and in others - as an administrative violation. Attention is drawn to the frequent cases of abusive treatment of monuments of cultural and/or historical value. In this regard, the case law of the ECtHR with regard to the right to freedom of expression, which raises the question of the limits of state interference in its exercise, is examined.
