Abstract: The content of the report is structured as an introduction, three parts and conclusion. It is dedicatedto the long-term planning in the cultural policies. The introductory words formulate the thesis of the new significance of culture in contemporary conditions. It ensues from the challenges related to the processes of globalization, European integration and the new functions of culture and the arts in modern society, related to the ideologies of the cultural and creative industries and to the increasing participation of citizens in culture management. The first part analyses the long-term planning in culture, more specifically the project for the National Strategy for the development of culture and the ongoing strategic documents in several municipalities. The second part is dedicated to the analysis of the situation of the in Veliko Tarnovo –more concretely –to the achievements, the contradictory tendencies and the existing problems. The third part focuses on the content of the aims and measures in the prepared project for the strategy of the Veliko Tarnovo Municipality 2020–2030.
