Adoption of Good Business Practices for Sustainable Construction: A Case Study of Belgium

Abstract: Sustainable construction is a key factor in the transition process to a green economy, integrating innovation, efficient resource management, and the use of environmentally friendly materials. This study examines Belgium's experience in sustainable construction, focusing on regulations based on circular economy principles and energy efficiency. Mechanisms such as the use of EPC (Energy Performance Certificate) ratings, which assess and classify buildings according to their energy characteristics and performance across different indicator categories, are analyzed. The methodology includes a comparative analysis of the regulatory framework in Flanders, Wallonia, and Brussels, as well as a review of specific measures in the province of Limburg, where all public buildings are required to achieve an energy label C by 2040. Additionally, the study examines the mandatory EPC certification for administrative buildings, which will be gradually implemented starting in 2025. The results indicate that implementing similar measures in Bulgaria could accelerate the development of sustainable construction, enhance energy efficiency, reduce the carbon footprint, and improve the competitiveness of the construction sector. The experience of Belgium in this field can serve as a model for developing effective regulations and incentives for investments in sustainable infrastructure.
