Abstract: The study identifies the factors that determine the development of housing and communal services in Ukraine in modern conditions. The aim of the study is to reveal the possibility of building a management system of the enterprise housing and communal services, adequate to the growing demands of consumers in a digital economy and high uncertainty of the external environment based on divergent thinking, the principles of agile-philosophy and design thinking methodology. The requirements to be met by the management system of housing and communal services in the context of the digital revolution and geopolitical risks are presented. The analysis of technology scrum and justified the effectiveness of its use in the corporate management of public utilities enterprises. The recommendations for the use of techniques and methods of design thinking in the VUCA-reality in the strategic management are formulated. The relevance of the study is determined by the need for effective functioning of enterprises in the sphere of housing and communal services, which directly affect the level of services provided and, consequently, the quality of life.
