Abstract: The article examines the problems of forming the institutional environment of state regulation of business in the conditions of the closed cycle transformationof the national economy and suggests ways to solve them. Institutional environment of state regulation of business in Ukraine in the context of the closed cycle economy was analyzed and the experience of foreign countries in implementing the principles of the circular economy was studied. The foreign experience in the field of circular economy development is analyzed, which proves the dependence of effectiveness on the quality component of the institutional environment.
