Abstract: The paper deals with a systematic approach to education as well as to other areas, which represents a tool ensuring that education was performed effectively and efficiently, that it had positive influence on the society and the individual and it had improved their job performance and quality of life. This rational approach to the development of educational programs, their execution and quality evaluation enables to reach strategic education aims successfully and in a way that they suit and stimulate the requirements of practice.
