Money as Sovereign Ledger

Abstract:
Money is a ledger entry: a socially authoritative record of rights and obligations rather than a neutral medium. Sovereign power is embedded in ledger governance, encompassing issuance, enforcement, and boundary maintenance. Taxation and public spending are operations that sustain ledger coherence, not merely revenue mechanisms. The framework integrates international, coercive, and digital monetary dynamics through the lens of multi-ledger interactions. Reframing money as ledger entry opens analytical space for innovative, sustainable, and inclusive approaches to monetary policy.
