Abstract: Die Abschaffung der Gewerbesteuer und die Einführung der Kommunalsteuer beeinflußten die Finanzierung der Gemeindehaushalte maßgeblich. Kurzfristig ergibt sich für die Gemeinden insgesamt eine globale Finanzierungslücke von etwa 0,5 Mrd. S. Mittelfristig schließt sich jedoch die Lücke, weil die Einnahmen aus der Kommunalsteuer rascher wachsen als jene an Gewerbesteuer. Außerdem sind die konjunkturbedingten Schwankungen der Kommunalsteuer geringer.
