Abstract: Vom Tiefpunkt zu Jahresbeginn belebte sich die Konjunktur in der Folge, wenn auch nur schleppend. Das BIP stieg im Jahresdurchschnitt um 1%, kaum halb so rasch wie im mittelfristigen Trend und auch im internationalen Vergleich eher langsam. Der zunächst deutliche Anstieg der Arbeitslosigkeit kam allmählich zum Stillstand. In der Leistungsbilanz blieb das Defizit hoch; neben Wechselkurseffekten waren hiefür tiefliegende Mängel an internationaler Wettbewerbsfähigkeit in bisher von Konkurrenz abgeschirmten Wirtschaftsbereichen verantwortlich.
