Abstract: Der vorläufige Gebarungserfolg 1998 läßt erkennen, daß der Bund den Konsolidierungskurs fortsetzte. Die Defizitquote sank auf 2,5% des BIP (1997 2,7%). Die Ausgaben (ohne Rücklagenzuführungen) stiegen schwächer als das BIP, die Einnahmenquote blieb annähernd konstant. Einige Aufgabenbereiche erfordern künftig erhöhte Aufmerksamkeit, wenn der Konsolidierungskurs beibehalten werden soll. Der Bundeshaushalt entwickelt sich zunehmend zu einem Finanzierungshaushalt: Er finanziert Aufgaben, die von anderen Rechtsträgern erfüllt werden. Die Zusammenarbeit der Gebietskörperschaften wird intensiviert werden müssen. Das erfordert auch der innerösterreichische Stabilitätspakt.
