Abstract: Der internationale Handel mit Dienstleistungen war erstmals im Rahmen der Uruguay-Runde (1986 bis 1994) Gegenstand multilateraler Liberalisierungsverhandlungen. Die Liberalisierung des Dienstleistungssektors ist auch Teil der laufenden Doha-Welthandelsrunde. Freiwillige, sektorspezifische Verpflichtungslisten erlauben eine äußerst flexible Form der Liberalisierung. In der Folge wurde über das Festschreiben des Status quo der Regulierungen hinaus kaum zusätzliche Marktöffnung erreicht.
