Abstract:
In a planning effort for a region of Poland a problem structuring session was set up to assess the importance, imminence, and danger factor of issues arising through rapid development. These issues were ordered by a number of judges for the three features mentioned. An aggregation of these orderings was called for. Besides that, however, it was deemed necessary to perform clustering of issues, in view of the expected instability of aggregate orderings. For the aggregation of opinions the method developed by Marcotorchino and Michaud was used, paralleled by a modification of the method by Owsiński. Clustering was performed via a special LP formulation.
