Who Will Rule the Waves? Geopolitical Threats to Maritime Infrastructure

Abstract: Adherence to global maritime rules is indispensable for the functioning of maritime operations and, as a result, the globalized economy. Though maritime rules and conventions have never seen perfect compliance, adherence is waning. A wide range of companies and even national governments openly violate maritime rules, and some even engage in aggression. That puts maritime activities and the ocean's health in jeopardy and threatens the maritime order itself. 遵守全球海事规则对于海事行动的正常运作以及全球化经济的正常运作必不可少。尽管海事规则和公约从未被完全遵守，但遵守情况正在逐渐减弱。许多公司甚至国家政府公然违反海事规则，有些甚至采取侵略行动。这使海事活动和海洋健康处于危险之中，并威胁到海事秩序本身。 El cumplimiento de las normas marítimas globales es indispensable para el funcionamiento de las operaciones marítimas y, en consecuencia, de la economía globalizada. Aunque las normas y convenciones marítimas nunca han sido perfectamente respetadas, la adhesión está disminuyendo. Una amplia gama de empresas e incluso gobiernos nacionales violan abiertamente las normas marítimas, y algunos incluso participan en agresiones. Eso pone en peligro las actividades marítimas y la salud del océano y amenaza el propio orden marítimo.
