Abstract:
The aim of this paper is, first, to examine the record to date for river basin development in tropical Africa; and second, to examine in more detail the role and performance of institutions in this record of African river basin development. The experience of institutions with river basin development are assessed against outcomes ‐ namely, the extent to which the resources of Africa's river basins have actually been developed in recent years and the role that institutions have played in that development.
