Ethical Conduct and Accountability: Improving Public Service Delivery in the South African Public Sector

Abstract: The primary global challenges today, particularly in the public sector, revolve around deteriorating service delivery, prompting concerns over accountability and ethics. Public administration scholars emphasise the critical role of accountability and ethics in both the public sector and global society. There is a growing necessity for collaborative efforts within the public sector to meet increasing societal demands for integration and defined roles, locally and globally. Ethical standards, while not always the sole determinant of service delivery, can significantly influence service expectations compared to other factors affecting efficiency. This theoretical study critically examines accountability, ethical conduct and enhanced service delivery within South Africa's public sector. Its objective is to propose a conceptual model aimed at fostering a harmonious and effective public sector by improving accountability and ethical standards. The study employs a non‐empirical approach, focussing on theoretical frameworks rather than empirical data collection.
