Child Poverty and Youth Unemployment in Turkey

Abstract: This article investigates the nature, causes, and consequences of child poverty and youth unemployment in Turkey, which is a transition country between the East and the West. It is argued that this in‐betweenness leads to a gap between the intended goals and outcomes of relevant policies. The article places a special emphasis on how the post‐1980 neoliberal turn has shaped the policy orientation of successive governments, and transformed the nature of child poverty and youth unemployment in Turkey, making the socioeconomic inequalities worse while concentrating these problems into major urban centers. It is observed that Turkey still does not have a long‐term policy outlook regarding the future of child poverty and youth unemployment, such that those two issues could be treated as parts of the same problem. The same observation is also made about the related policy implementation structure. It is concluded that there is a need for a comprehensive approach, taking into account the needs and problems of the individual at different stages of life as a whole; paying attention to the interdependencies across the outcomes of state intervention in different policy areas; and ensuring policy coordination within and across currently fragmented policy implementation structures in different fields. 本文调查了土耳其儿童贫困和青年失业的性质、起因和结果。土耳其是东西方国家之间的一个转型国。有言论称，这种“中间性”（in‐betweenness）导致相关政策的原有目标和所得结果出现差距。本文特别关注了1980年后新自由主义转变如何影响了历届政府的政策定位，同时转变了土耳其儿童贫困和青年失业的性质——这让社会经济不平等进一步恶化，并将问题集中在主要城市中心。据观察，土耳其对儿童贫困和青年失业的未来依然还没有一个长期的政策展望，这样一来会把这两个问题视作同一问题的不同组分予以对待。同理，相关政策实施结构也是如此。本文结论认为，需要得出一个全面的方法，将个人在不同生命阶段的需求和问题作为整体进行考量；关注国家对不同政策领域进行干预所得结果的相互依赖性；保证当前不同领域中分散的政策实施结构得到政策协调。 Este artículo investiga la naturaleza, las causas y las consecuencias de la pobreza infantil y el desempleo juvenil en Turquía, que es un país en transición entre Oriente y Occidente. Se argumenta que esta falta de interacción conduce a una brecha entre los objetivos previstos y los resultados de las políticas pertinentes. El artículo pone especial énfasis en cómo el giro neoliberal posterior a 1980 ha moldeado la orientación política de los sucesivos gobiernos y ha transformado la naturaleza de la pobreza infantil y el desempleo juvenil en Turquía, empeorando las desigualdades socioeconómicas al concentrar estos problemas en los principales centros urbanos. Se observa que Turquía todavía no tiene una perspectiva de política a largo plazo con respecto al futuro de la pobreza infantil y el desempleo juvenil, por lo que esas dos cuestiones podrían tratarse como parte del mismo problema. La misma observación también se hace sobre la estructura de implementación de política relacionada. Se concluye que es necesario un enfoque integral, que tenga en cuenta las necesidades y los problemas del individuo en las diferentes etapas de la vida como un todo; prestar atención a las interdependencias entre los resultados de la intervención estatal en diferentes áreas de política; y garantizar la coordinación de las políticas dentro y a través de las estructuras de implementación de políticas actualmente fragmentadas en diferentes campos.
