Revisiting the Development Impact of Sectorally Disaggregated Foreign Aid

Abstract:
We measure the development effects of both aggregated and sectorally disaggregated aid on selected educational and health indicators for 125 DAC‐listed official development assistance recipient countries from 1995 to 2015. After controlling for country and time fixed effects, endogeneity, and biases of aid aggregation, our results provide evidence for the favorable long‐run impact of education, health, and other social‐infrastructure aid flows on the process of human development. 我们衡量了1995年至2015年间被发展援助委员会(DAC)列入政府开发援助(ODA)受援国名单的125个国家所获得的整体援助和分散到各部门的援助对被选取的教育指标和卫生指标产生的发展影响 。通过将国家和时间固定效应、内生性、援助总和偏见考虑在内, 我们的结果证明了教育、卫生、以及其他社会基础设施方面所获援助对人类发展进程产生的良好长期影响。 Medimos los efectos de desarrollo de la ayuda agregada y desglosada sectorialmente en indicadores educativos y de salud seleccionados para 125 países receptores de AOD incluidos en el CAD de 1995 a 2015. Después de controlar los efectos fijos por país y tiempo, la endogeneidad y los sesgos de la agregación de ayuda, nuestros resultados proporcionar evidencia del impacto favorable a largo plazo de la educación, la salud y otros flujos de ayuda de infraestructura social en el proceso de desarrollo humano.
