Inclusive urban entrepreneurial ecosystem policies: An application of the meta‐synthesis approach

Abstract: Poverty has attracted the attention of many researchers in recent years. Despite the nature of entrepreneurship to facilitate economic development, there are limited studies regarding the related concept of inclusive development. This issue is the motivating factor for this study to introduce the concept of inclusive urban entrepreneurial ecosystem (IUEE). IUEE provides a market‐ and resource‐based view of poverty alleviation and can be considered as a new pattern of inclusive business (IBs) growth. Hence, the aim of this study is to formulate policies for IUEE by conducting a qualitative meta‐synthesis of the theoretical literature. In this meta‐synthesis, we synthesized a total of 155 findings from 64 studies conducted to date. The results are grouped into 17 concepts and nine main policies as follows: IUEE modeling, considering the role of IBs, improving the ecosystem members' social interactions, supporting inclusive entrepreneurship intermediaries, sustained commitment to inclusive entrepreneurship, strengthening learning opportunities in the ecosystem, maintaining the ecosystem diversity and dynamics, improving the inclusive entrepreneurship facilities and managing the inputs and outputs of the ecosystem. The findings of this study can be used to develop IUEEs and achieve entrepreneurial cities. 近年来,贫困问题引起了众多研究者的关注。尽管创业具有促进经济发展的性质，但很少有研究聚焦于包容性发展的相关概念。这一问题是本研究引入包容性城市创业生态系统（IUEE）概念的动机因素。IUEE提供了基于市场和资源的扶贫视角，并能被视为包容性企业（IBs）增长的新模式。因此，本研究旨在通过对理论文献进行定性综合集成以制定IUEE政策。在该综合集成中，我们综合了迄今为止进行的64项研究的155项研究发现。结果分为17个概念和9个主要政策，这些政策包括:IUEE建模、考虑IB的作用、改善生态系统成员的社会互动、支持包容性创业中介、持续致力于包容性创业、加强生态系统中的学习机会、维护生态系统多样性和动态、改善包容性创业设施、以及管理生态系统的投入和产出。本研究的结果可用于发展IUEE和实现创业型城市。 La pobreza ha atraído la atención de muchos investigadores en los últimos años. A pesar de la naturaleza del espíritu empresarial para facilitar el desarrollo económico, existen estudios limitados sobre el concepto relacionado de desarrollo inclusivo. Este tema es el factor motivador de este estudio para introducir el concepto de Ecosistema Empresarial Urbano Inclusivo (IUEE). IUEE proporciona una visión basada en el mercado y los recursos del alivio de la pobreza y puede considerarse como un nuevo patrón de crecimiento de los negocios inclusivos (IB). Por lo tanto, el objetivo de este estudio es formular políticas para IUEE mediante la realización de una Meta‐Síntesis cualitativa de la literatura teórica. En esta metasíntesis, sintetizamos un total de 155 hallazgos de 64 estudios realizados hasta la fecha. Los resultados se agrupan en diecisiete conceptos y nueve políticas principales de la siguiente manera: modelado IUEE, considerando el papel de los IB, mejorando las interacciones sociales de los miembros del ecosistema, apoyando a los intermediarios del emprendimiento inclusivo, compromiso sostenido con el emprendimiento inclusivo, fortaleciendo las oportunidades de aprendizaje en el ecosistema, manteniendo la diversidad y dinámica del ecosistema, mejorando las facilidades de emprendimiento inclusivo y gestionando las entradas y salidas del ecosistema. Los hallazgos de este estudio se pueden utilizar para desarrollar IUEEs y lograr ciudades emprendedoras.
