Towards policy Mixes Formulation to Support Green Transitions in Rural Areas: A methodological Approach

Abstract:
Rural areas are crucial for green transitions, due to their resource‐based economies and extensive scope, covering over 80% of EU territory and housing 30% of the population. Achieving sustainability in rural areas is complex, given the multiple socio‐stechnical factors involved. This highlights the need for a comprehensive ‘policy mix’ that goes beyond myopic decisions focused on isolated issues and instead embraces a long‐term perspective on resource management. The study aims to propose an innovative methodological approach for the design of policy mix to support green transitions in rural areas, using a Local Action Group (LAG) as a case study. The approach integrates participatory techniques involving experts and LAG member farmers, and two multi‐criteria decision‐making methods—namely fuzzy level‐based weight assessment (LBWA) and the new fuzzy combined compromise solution (CoCoSo). Local stakeholders focused on adopting a biomass centre for the reuse of agricultural waste. The LBWA and CoCoSo methods then identified the best policy mix to address barriers and facilitate the innovation's implementation.
