The Last Multilateralist?

Abstract: Germany benefited most from post‐war integration into liberal democratic structures, an experience that transformed it into an enthusiastic advocate of multilateralism and a model for other states. The current “illiberal turn” away from international institutions and, in some instances, international law, threatens Germany's preferred orientation. As authoritarian regimes and populisms undermine the “liberal international order” that made Germany secure and prosperous, it may be left as one of few if not the only noteworthy advocate of multilateralism in global affairs. Alemania se benefició más de la integración de posguerra a estructuras democráticas liberales, una experiencia que la transformó en una entusiasta defensora del multilateralismo y un modelo para otros estados. El actual “alejamiento iliberal” de las instituciones internacionales y, en algunos casos, el derecho internacional, amenaza la orientación preferida de Alemania. Como los regímenes autoritarios y los populismos socavan el “orden internacional liberal” que hizo a Alemania segura y próspera, puede quedar como uno de los pocos, si no el único, defensor notable del multilateralismo en los asuntos globales. 德国自战后在融入自由民主架构的过程中获益最多, 这一经历将德国变革为一个支持多边主义的活跃倡导者, 同时也成为其他国家的模范。目前发生的远离国际秩序, 甚至在一些情况下远离国际法的“压制自由的转变”, 对德国所青睐的发展导向造成威胁。随着威权政权和民粹主义逐渐削弱将德国变得安全和繁荣的“自由国际秩序”, 德国可能会是仅有的几个重要的在全球事务中奉行多边主义的倡导者之一, 如果不是唯一一个的话。
