The Palestinians in a Transforming Middle East: Adapting or Stagnating

Abstract: This article examines the profound stagnation and decline confronting the Palestinian national movement in the aftermath of the October 2023 war in Gaza. It argues that Palestinian political fragmentation has coincided with an evolving regional landscape that increasingly sidelines Palestinians. On the international stage, waning US engagement, incremental Arab–Israeli normalization, and the limited roles played by alternative global powers have diminished Palestinian leverage. Within Palestine itself, the entrenched division between Hamas and the Palestinian Authority has blocked the formulation of a coherent national strategy, with neither actor effectively harnessing diplomatic, legal, or geopolitical opportunities. I contend that Israel's post‐October 2023 shift to a more expansive and punitive doctrine has further exacerbated Palestinian paralysis, while Arab governments adhere to outdated frameworks ill‐equipped to counter Israel's hardened posture. Absent a meaningful recalibration in both leadership and strategy, the Palestinian national movement is facing prolonged marginalization and a deepening crisis of relevance. 本文探讨了2023年10月加沙战争后巴勒斯坦民族运动所面临的深刻停滞和衰落。文章认为, 巴勒斯坦的政治分裂与地区格局的演变相伴而生, 而该地区格局的演变使巴勒斯坦人日益边缘化。在国际舞台上, 美国参与度的下降、阿以关系的逐步正常化以及其他全球大国所发挥的作用有限, 削弱了巴勒斯坦的影响力。在巴勒斯坦内部, 哈马斯与巴勒斯坦权力机构之间根深蒂固的分歧阻碍了制定连贯的国家战略, 双方都未能有效利用外交、法律或地缘政治机遇。本文认为, 以色列在2023年10月后转向更具扩张性和惩罚性的政策, 进一步加剧了巴勒斯坦的瘫痪, 而阿拉伯各国政府则坚持过时的框架, 这些框架无力应对以色列的强硬姿态。由于缺乏对领导层和战略的有效调整, 巴勒斯坦民族运动正面临长期边缘化和日益加深的现实危机。 Este artículo examina el profundo estancamiento y declive que enfrenta el movimiento nacional palestino tras la guerra de Gaza de octubre de 2023. Argumenta que la fragmentación política palestina ha coincidido con un panorama regional en evolución que margina cada vez más a los palestinos. En el escenario internacional, la disminución de la participación estadounidense, la progresiva normalización árabe‐israelí y el limitado papel desempeñado por otras potencias globales han mermado la influencia palestina. Dentro de Palestina, la arraigada división entre Hamás y la Autoridad Palestina ha bloqueado la formulación de una estrategia nacional coherente, sin que ninguno de los dos actores haya aprovechado eficazmente las oportunidades diplomáticas, legales o geopolíticas. El artículo sostiene que el cambio de Israel, posterior a octubre de 2023, hacia una doctrina más expansiva y punitiva ha exacerbado aún más la parálisis palestina, mientras que los gobiernos árabes se adhieren a marcos obsoletos, deficientes para contrarrestar la postura endurecida de Israel. A falta de un reajuste significativo tanto en el liderazgo como en la estrategia, el movimiento nacional palestino se enfrenta a una marginación prolongada y a una crisis de relevancia cada vez más profunda.
