Abstract:
The research paper is an attempt to prove that the so-far perception of key notions providing a basis for majority of theories is not i n line with empirical observations. The perception is neither gained by means of drawing lo gical conclusions from more general theories. Thus, the above has an impact on both theory of economics and economic policy. Defining welfare and value basing –to a large extent- on observations and tracing their roots to welfare theories might r esult in a better link between theory of economics and economic policy. Thus, it could he lp to develop a more effective theory of development, so badly needed in the time of the current crisis and looming civilisation catastrophe.
