Evaluation and Analysis on the Efficiency of Urbanization in China: From the Perspective of Environment and Resource Efficiency

Abstract: The efficiency of urbanization is one of the important dimensions of urbanization quality. From the perspective of environment and resource efficiency, it mainly includes four aspects: land use efficiency, energy use efficiency, water use efficiency and environmental efficiency. This paper, through a review of previous studies and based on the connotations of the four aspects, builds an input–output indicator system with the 2013 data of Chinese cities at prefecture and above levels and evaluates the efficiency of urbanization comprehensively with a single-input and multi-output DEA-BCC model. According to the evaluation results, all indicators including the overall technical efficiency, pure technical efficiency, scale efficiency and the efficiencies of the four elements (land, energy, water and environment) present certain scale and regional characteristics; the indicators of technical efficiency and the urbanization rate show a significant U-shaped relationship; and other indicators also show a certain correlation with the urbanization rate.
