The People’s Liberation Army in the South China Sea Dispute: Institutional Role and War Preparation

Abstract: The People’s Liberation Army (PLA) plays a central role in China’s overall South China Sea (SCS) affairs in general and in its front-line command and control in particular. This centrality is rooted in the fact that SCS affairs were historically exclusive military affairs and militarisation of territorial disputes has been intensified in recent years. SCS affairs are thus viewed more as a national security challenge than one of diplomacy, legality and even sovereignty. The PLA’s responsibility is thus more crucial in Beijing’s maritime right-maintenance.
