Abstract: Due to the rapid change in technology environments, creating value through Knowledge Management (KM) has become a new research area. The organization must continuously learn, share, expand and apply knowledge in order to maintain business advantage in this highly competitive age.This study first investigates the evolution and practical application of the Strategic Management (SM) and Total Quality Management (TQM), and then constructs an adequate framework for establishing the KM system.The objective of this study is to address the importance of SM and TQM on KM from the methodological viewpoint. A few points are discussed to explore the key factors for establishing the most effective management structure to optimize the KM value.
