Abstract:
Local Public Administration is the base of operation of any administrative system as well as the base of constant objectives of central and local government. It has to be based on a series of well established coordinates, coordinated by an appropriate regulatory framework. The purpose of this study is to analyze the problems of local public administration in Romania by addressing a few important points, which have an impact on capacity and administrative quality. Legislative changes, training facilities and constant institutional reorganization of local government, show the presence of active interest for this problem, hence the actuality of the topic. However, real reform of local government still needs essential improvements. This study aims to analyze the social perception of the public local actors, to establish the positive and especially the negative aspects of local public system reform, all from the point of view of the employees of local government. In accordance with these principles, we formulated the following research objectives: first objective : local government of Romania, second objective: finding practical problems of local government in Timisoara and analysis of local government reform perception from the point of view of the civil servants in the Timisoara City Hall. The research instrument used is the scientific questionnaire.
