Abstract:
This research article seeks to assess the financial impact and service provision in Ecuador, through the concession scheme of essential frequency bands of the radio spectrum foruse of mobile telecommunications services at the national level, in the period 2008 -2023 to service providers: CONECEL S.A and OTECEL S.A, value for money (VPD) methodology, which seeks to determine the added value generated by the implementation of thePublic Private Partnership (PPP). The Ecuadorian State concessioned 180 MHz of the radio spectrum, receiving for this assignment at present value USD $1,772.43 million, of which 48% corresponds to the initial payment for assignment and the remaining 52% corresponds to the annual payment for the income generated by the spectrum concessionaires, on the other hand, private concessionaires generated USD $1,566.53 million at present value for the exploitation of services; With which, by obtaining the Value for Money, a positive balance of USD $205.90 million is generated, which means that the State obtained financial benefits from the concession and at the same time, citizen access to internet and mobile data services also increased. at the national leve.
