Can the EC Mediterranean policy be revitalised?

Abstract: The enlargement of the European community to include Portugal and Spain has focussed public attention on the EC's relations with certain other states bordering the Mediterranean; Israel, Morocco, Tunisia and Cyprus in particular fear that the competitiveness of their exports to the European market will be prejudiced. In view of this and other threats to the EC's ties to her Southern neighbours the future of the EC's external Mediterranean policy is at stake.
