Abstract: Aufgrund der großen Arbeitslosigkeit plant die Bundesregierung, das in Rheinland-Pfalz erprobte Kombilohnmodell auf das gesamte Bundesgebiet auszudehnen. Was sind die Ursachen der Arbeitslosigkeit? Welche politischen Ansatzpunkte gibt es im Niedriglohnsektor? Ist die Lohnsubventionierung ein geeignetes Instrument zur Bekämpfung der Arbeitslosigkeit?
