Abstract:
Company survey on the topic of bureaucracy in GermanyThis study examines the impact of bureaucracy on German companies and their perception of Germany as a business location. In 2024, the IMD World Competitiveness Center downgraded Germany to 24th place in the international competitiveness ranking, after the country was still in 6th place a decade ago. An ifo survey of decision-makers at German companies revealed that bureaucracy in Germany is predominantly perceived negatively. On a scale of -100 (very negative) to +100 (very positive), the companies surveyed rated the impact of bureaucracy at -43 on average and stated that 22% of employees' working time is spent on bureaucratic tasks. These requirements cause costs amounting to an average of 6% of turnover and reduce operational efficiency, including through increased personnel costs and reduced flexibility. The practicability and feasibility of laws and the efficiency of public administration were assessed particularly critically. The companies advocated a reduction and simplification of regulations as well as greater digitalization of administrative processes.
