Abstract:
Between the Swiss Army Knife and Trade-offs: Insights from current Studies and Microsimulation Analyses of Transfer System ReformsThe research report presents simulation results for reform options within the German transfer system, particularly the Bürgergeld, based on recent studies and microsimulation analyses. The goal is to improve work incentives and reduce disincentives caused by high marginal tax rates. Various reform scenarios for income disregard rules, as well as the integration of housing benefits and child allowances, are modeled and evaluated regarding their effects on labor supply, household income, and fiscal outcomes. The results indicate that targeted adjustments, which account for household types, could provide better incentives. Moreover, integrating transfer benefits could simplify the system and make it more coherent.
