Abstract: Global Action Without Global Governance: Building Coalitions for Climate Transition and Nature Restoration, is the second output from the ITCEI initiative. It is a response to a sobering geopolitical reality: that the multilateral order is faltering just as the urgency to address climate change and biodiversity loss reaches a critical juncture. This third volume in the CEPR Paris Report series departs from conventional approaches by proposing a new architecture of international cooperation: one that does not rely on universal consensus, but instead builds momentum through coalitions of willing actors. The report contends that success in climate and nature restoration now hinges on emerging and developing economies, and it offers a pragmatic strategy to align global environmental goals with national economic interests.
