Abstract: We are pleased to present the third edition of the Latin American Artificial Intelligence Index (ILIA). This version strengthens the instrument by introducing mechanisms to monitor the increasingly dynamic and widespread development of AI across Latin America and the Caribbean. The first edition of ILIA, published in 2023, established a baseline for the region’s level of preparedness for the growing AI revolution by quantifying enabling factors. The second edition, published in 2024, expanded the coverage of countries and indicators and marked a shift from measuring enablers to tracking progress in AI adoption. In this third edition, ILIA emphasizes adoption and human capital, both enabling and advanced, as reliable Indicators of the relative progress of economies and of AI’s role as a differentiating driver of development in the region.
