Abstract: This monitoring report was prepared by the Economic Commission for Latin America and the Caribbean (ECLAC);, in its capacity as technical secretariat of eLAC, in collaboration with the Governments involved. Its objective is to highlight progress towards the goals identified in the Plan, identify the main areas in which the region lags behind the rest of the developed world, evaluate the position of each of the continent's countries, while at the same time bringing to light, whenever possible, the differences that exist within individual countries. The expectation is that this report will allow Governments and other stakeholders to draw their own conclusions about the effectiveness of their policies and the pace of progress in their respective countries.
