Capitalizing on technology: gender and entrepreneurship

Abstract: While gender gaps in technology access exist in many socioeconomic environments, the barriers are often most severe for lower-income, rural, and marginalized populations. This chapter begins with a brief discussion of ICT access and the digital divide in China and India (particularly regarding internet and mobile phone use). Many barriers stand in the way of digital literacy. Then, the chapter examines four different channels for improving women's technological access and capabilities, particularly in rural areas: building synergy with government programs, partnering with corporate social responsibility (CSR) initiatives, supporting basic skills through cooperatives, and bolstering girls’ digital literacy. Program characteristics often differ for internet non-users or lower-income, less educated women compared to those with more resources or related experience. Through more than a dozen examples, practitioners and scholars can explore diverse ways to design and implement technology programs for current and potential female entrepreneurs.
