Chapter 8 in Energy Innovation for the Twenty-First Century, 2019, pp 214-239 from Edward Elgar Publishing

Abstract: Global wind energy capacity has increased at an extraordinary rate over the last decade, and is projected to account for an increasing share of electricity generation in the future. China in particular has had a large impact on this rapid growth. The country has emerged as a global player in the energy sector, and although it is a relative latecomer to wind energy it has caught up fast. China’s experience highlights the importance of long-term planning and perspectives on renewable energy development. The government’s five-year plans outline a vision for the future, and laws and regulations provide legitimacy to the wind power industry. Chinese wind-turbine manufacturers have learned from the technological know-how of international firms, building research and development centres with overseas collaborators and benefiting from knowledge spill-overs from knowledge-intensive regions. This indicates that it is possible for countries and firms to catch up with technological capabilities by learning from more established players as long as they have the resources and provide incentives to do so.
