Chapter 19 in The Handbook of Globalisation, Third Edition, 2019, pp 334-346 from Edward Elgar Publishing

Abstract: ‘Global governance’ denotes a political programme for international reform as well as a conceptual tool in political research. This chapter focuses on the latter use and discusses how the concept has helped researchers to track and understand important transformations in the global system. After outlining sceptical views that no proper governance can be said to exist beyond the level of individual states, the chapter reviews research on international institutions and regimes and the role of non-state actors in governing global issues. It concludes by discussing key perspectives on the normative legitimacy of global governance.
