Abstract:
The Chinese economy has gained tremendous research interest due to its dynamic business landscape and magnitude making it a global centrepiece for business. The Chinese economic transformation has been notably supported by its diaspora and entrepreneurial investments. Yet, the policy approaches enabling entrepreneurial migration remain under-examined. The purpose of this review is to provide a state-of-art understanding of the Chinese policy landscape for incoming transnational diaspora entrepreneurship. The Chinese policymaking follows the guidance of the central government, but yet offers multiple layers and types of policies for different target groups and regions. There is a plethora of programmes that target both ethnic Chinese diasporans and foreign-born non-Chinese entrepreneurial talent. The majority of the programmes have a specific strategy linking the entrepreneurs to a particular context and purpose, e.g., innovation. The paper contributes by providing an example of exclusionist migration approach that is counterbalanced with more supportive and detailed entrepreneurial programmes.
