The EU budget and the European integration process: a historical analysis

Abstract: The EU budget is of fundamental importance for the consolidation and reinforcement of the European political project and for the defense of the values on which the European Union was originally and is still founded. The EU budget finances many economic and social initiatives and determines the direction and level of political integration between Member States. Despite this, it is very modest, just around 1% of Community GDP. This chapter analyses the historical development of the EU budget from its origins to the current political debate on the Multiannual Financial Framework, in order to outline the successes, failures and current status of the European integration process. The contribution also aims, in its concluding remarks, to highlight the anomalous institutional nature of the European Union and the consequent need to provide it with a more substantial budget.
