Abstract:
This chapter provides an overview of the budget monitoring and control system of the European Union. Financial accountability takes place internally and externally and involves various EU institutions: the European Commission, the European Court of Auditors, the European Parliament and the Council. This chapter also reviews the challenges for monitoring and control of the EU budget. While fragmentation and complexity are to some extent inherent in the EU budget because of the structure of the European Union, fragmentation and complexity have accelerated in the Lisbon era, creating new challenges for budget monitoring and control.
